Amendment 5, which would swap $11 Billion in Property taxes for a increase in the sales tax and the implementation of a Services Tax, will  NOT be on the ballot in Florida this November.  In an opinion issued today, Wednesday September 3, the Florida Supreme Court upheld the Circuit Court's opinion that the ballot summary was misleading and unclear.  There are no further appeals available to the proponents.
