The project initially began in 1998, when members of the water board voted to expand the one million gallon facility on the northeast side of Holley by the Sea to two million gallons. But after examining the rising cost of construction, the board decided to upgrade to 2.99 million gallons, as well as adding an advanced water treatment plant.
