The Navarre-area economy is almost back on track, expert Rick Harper said at a recent Navarre luncheon. 

“Santa Rosa County, of the 67 counties in Florida, is going to be one of the first three to see its housing market recover,”  said Harper, executive director of the University of West Florida’s Haas Center for Business Research and Economic Development. Harper addressed members of the Navarre Area Board of Realtors at their Aug. 13 meeting. Harper said housing prices in Santa Rosa County are within 10 percent of projections made before Hurricane Ivan struck in September 2004.
