Maintaining three Reserve Officers’ Training Corps programs isn’t easy, but one man is fully capable.Lt. Col. Chris Speer has been professor of military science for ROTC programs at the University of West Florida, Pensacola Junior College and Northwest Florida State College (formerly known as Okaloosa-Walton College), with PJC and Northwest Florida State College being satellite schools.
