Florida is beset by challenges. Unemployment is high, state revenues low, growth slowing, and business and living costs among the nation’s most expensive.

“Florida, as we have known it, is over,”  Frank Ryll, director of the Florida Community Development Association, told members of the Navarre Beach Area Chamber of Commerce last week. “This is a state in transition; it has been for some time.”
