In its unofficial findings, the National Labor Review Board found that the Navarre Beach Volunteer Fire Department board of directors did not participate in collective bargaining over wages in good faith, and therefore acted in a retaliatory manner by lowering wages.
The new contract was signed by the local firefighters’ union and the board Nov. 7, 2011. The union filed a complaint with NLRB shortly after that, claiming that the board didn’t negotiate in good faith because union members’ pay was cut.
