When it comes to redistricting, the party in power can ensure the new political landscape favors its candidates and causes.
“The system we have now has many forces making it more and more partisan,” Bob Graham, the former Democratic U.S. senator and governor and co-chairman of Fair Districts Florida, said in published reports. “But no force is greater than the way districts are currently drawn to make safe homes for incumbents.”
