Driving down Gulf Breeze Parkway it was hard to miss the rumpled paper rolling like tumbleweed or the mountains of garbage beside the bins intended for recyclable materials only.

The recycling center in front of the Santa Rosa County South Service Center is usually a well-kept area, but after every Christmas, without fail, the area becomes something similar to the dump.
