“We anticipated receiving the biological opinion Nov. 13,” said Steve Andrews of the corps’ Pensacola office. When Andrews asked his counterpart at the fisheries service about the report, he was told it still was being edited and should be completed by the end of this week.
“That was a little contrary to the date we expected,” he said.
