Jeffrey D. Kelley of Jay is vying for the District 3 Santa Rosa County Commissioner seat against incumbent Don Salter.
As the owner of seven small businesses in Santa Rosa County and three in Alabama, he believes the county needs a commissioner that understands how small businesses operate.
