Santa Rosa County Board of County Commissioners and TEAM Santa Rosa Economic Development Council were served with two subpoenas yesterday morning to testify before the U.S. District Court Grand Jury in September.
The subpoenas require the county to bring many documents to court, including any communications regarding Lifeguard Ambulances, Emergency Management Services contracts between the county and Fitch and Associates and any request for proposals for EMS services from January 2005 until now.
The county also will have to submit any communications, negotiations and financial information regarding any properties in Santa Rosa owned by Bill Pullum, Bart Pullum, Garrett Walton, William McKelvy and Charles Clary.
The subpoena states that the properties of interest were Vics of Navarre, Navarre 33, Top Shelf Investors, Navarre Crossing, The Boardwalk at Navarre, Crescent Shores, Pullum Commerce Park, Biscayne Properties, Navarre Beach Ventures, RV Resorts, Our Town Properties, Yellow River Ranch, Guanaja Properties and Navarre Ventures, LLC.
Discussions between commissioners and TEAM Santa Rosa Economic Development Council staff regarding consideration, purchase and financing of any property owned by Bill Pullum and the other men previously listed is also being requested.
The subpoena also asked for many travel records, including commissioner travel to Honduras, Guanaja at the request of Bill Pullum, travel to Washington, D.C., with TEAM staff and any travel provided by Bil Pullum’s aircraft since 2001.
The last request is for records concerning county involvement with appraiser Mike Rogers and any county recommendation to retain Rogers for a third appraisal of Pullum’s 90 acres in 2008-09.
The second subpoena includes requests for the planning, design, site selection, bid solicitation and contracts for the construction of any courthouse facility in Santa Rosa, the sale, lease, financing or purchase of property between the county and James Young or KWY Investments, and all RFPs and contracts for payment/invoices, receipts and correspondence between the county, TEAM, Joe Lee, Carter Goble Lee, LLC, Raymond Sansom and Ray Sansom, Inc.

TEAM staff was served similar subpoenas requesting documents related to property owned by Pullum, incuding a 45-lot Pullum Commerce Park.
TEAM will have to supply the beginning and ending dates of Mona Braxton-Amadeo and Bill Pullum's involvement with TEAM and specify the nature and extent of involvement of each position held by Pullum and Braxton-Amadeo and dates of service.
The annual listings of all TEAM staff, board, officer and committee members from 2000 until now and listings of county commissioners assigned to TEAM each year since 2000 are being requested along with Pullum's corporation level and length of membership with TEAM.
Other items requested of TEAM that weren't on the county's subpoena was the TEAM military affairs consultant position job posting, application, procedures and selection process since 2005, documents relating to the planned movement of Home Place Furniture into Santa Rosa Industrial Park and planned movement from SRIP to Pullum Commerce Park and TEAM's $170,000 Department of Defense grant application awarded to Braxton-Amadeo.
TEAM has to submit all federal grant proposals awarded to or on behalf of TEAM and all federal grant requests received or submitted by TEAM, information of the nature of involvement by TEAM with the Workforce Innovation in Regional Economic Development grant and a list of all private donors and the amounts donated since 2000.
Cindy Anderson, executive director of TEAM, said she had no idea what the investigation was about.
