More than 600 people packed the Emerald Coast Conference Center on Jan. 19 to hear Ken Feinberg, administrator of the Gulf Coast Claims Facility, discuss the processing and distribution of payments meant to help residents and businesses recover from economic damage caused by the Deepwater Horizon oil spill.
