Plans to grant leaseholders ownership of their Santa Rosa Island properties also must protect the future of Navarre Beach, several residents told the Santa Rosa County Commission on Monday.
“There is a difference,” Jerry Couey of Milton said. “As a citizen of the United States of America, that beach belongs to all of us...Public access is very important, but we don’t want to leave it to chance. It has to be clearly defined.”
