How would you define terrorism?

In 1993 a bomb went off at the World Trade Center in New York City. This act was blamed on a terrorist, and
tragically left 6 people dead. Just a few weeks later, the government of the United States killed 76 people in Waco, Texas (20 of them children). However, this incident, strangely, is not considered terrorism.

I am confused.

Is terrorism only terrorism if the perpetrator is of
Middle Eastern descent? Is terrorism only terrorism if it is not sponsored by the state? Isn't war terrorism?

Let's see what the dictionary says:
TERRORISM
-noun
the use of violence and threats to intimidate or coerce, esp. for political purposes.

Did you know that the United States is the only country in the world to ever use nuclear weapons of mass destruction? Did you know that we used them on civilian targets?

So tell me...how would you define terrorism?
